CMNP at the beginning of its establishment on April 13, 1987 was a consortium, consisting of several State-Owned Enterprises (BUMN) and national private companies engaged in infrastructure, particularly toll road business and other related fields.

The establishment of CMNP opened a new era of public and private partnerships in the operation of toll roads, through its role of building the Cawang - Tanjung Priok toll road (North South Link / NSL) along 19.03 km. The successful implementation of the pilot project, made the Government give confidence to CMNP to build the Tanjung Priok - Jembatan Tiga / Pluit (Harbor Road / HBR) toll road along the 13.93 km.

Completion of 32.96 km of NSL and HBR toll roads, also known as Ir. Wiyoto Wiyono, MSc with a 31-year 3-month concession period, has enabled the Jakarta Inner Ring Road Toll Road system (Tomang-Cawang-Tanjung Priok - Ancol Timur - Jembatan Tiga - Pluit - Grogol - Tomang) to operate in an integrated manner, under management together with PT Jasa Marga (Persero) Tbk and CMNP with a profit sharing system.

Along with demands for business expansion, CMNP has changed its status to a public company since January 10, 1995, the majority of whose shares are owned by the public. Currently CMNP has 4 (four) subsidiaries, namely PT Citra Margatama Surabaya, the concession holder of the Simpang Susun Waru toll road - Juanda Airport Surabaya; PT Citra Waspputowa, concession holder of the Antasari-Depok-Bogor toll road; PT Citra Persada Infrastruktur is a toll road operation and maintenance specialist who is also the parent company of PT Girder Indonesia as a specialist in precast concrete or pre-printed concrete, as well as PT Citra Marga Nusantara Propertindo which is engaged in property and regional development.
