As a country that was once an exporter of cattle, Indonesia is currently very dependent on imports of meat and live cattle in large enough quantities. Cow imports began in the late 1980s, continued to increase sharply, and the peak occurred in 2010. These conditions position Indonesia as one of the largest live cattle importing countries in the world. At that time it was estimated that imports had reached more than 30% of total beef consumption. This condition has encouraged the government to launch a beef self-sufficiency program from 15 years ago 2000 - 2005 beef self-sufficiency, 2005 - 2010 beef self-sufficiency, and 2009 - 2010 beef and buffalo self-sufficiency. Domestic beef supply mainly comes from Nusa Tenggara, Bali, East Java, Central Java and Yogyakarta Special Region. in this area, livestock is relatively very dense, but often has difficulty feeding during the dry season (dry season), while areas with abundant biomass (feed) in Sumatra, Kalimantan and other areas are relatively empty of livestock.

In the short term, to increase beef production nationally, efforts must be made to delay the slaughter in accordance with the genetic potential and economic potential of cattle kept by farmers. currently about 50% of cattle are cut in thin condition, 35% are cut in very thin condition and only 15% are cut in fat condition. This fact shows that there is too much waste in slaughtering cattle to produce a certain amount of beef. For this reason, it is necessary to explore the success of a program that is consistently able to sell cattle with a certain weight as specified.

Since 2002 the NTT Puskud has been running a beef cattle fattening program with a paron system. NTT Puskud acts as the nucleus and breeders as plasma, by utilizing other local food sources. This program has a clear vision and mission, but is arranged in a very simple way so it is easy to understand. NTT Puskud has implemented standard operational procedures on the technical cultivation of cattle fattening that are applied consistently. Its genetic purity has been protected by Bali Governor Regulation Number 45 of 2004 and Perda No 2/2003 which prohibits female bali cattle from leaving the province.

At present, the ratio of bali cattle in Nusa Penida between females and males is considered ideal as a center for cattle development, which is 2.4: 1 in 2006 according to data from the Bali Animal Husbandry Department. Nusa Penida is designated as a Bali Cow Conservation area.

The development of Bali cattle in Nusa Penida was proposed by Sentana Putra, a livestock technology expert from Udayana University (Unud). Potential as a center for conservation and development of Bali cattle was formulated in 2000 and 2005 through the study of researchers from Unud and the Klungkung Regency Government and the Provincial Government of Bali.
